This damselfly is approximately 1 1/2 inches in length. The male has a blue head and blue eyes. The thorax is mostly blue with a dark middorsal stripe. The black humeral stripe on the side of the thorax is not forked and narrows in the middle to widen slightly at the upper end. The abdomen is blue with black rings at segments 3, 4, 5 and 6. Segment 7 is nearly all black. Segments 8, 9 and 10 are all bright blue. The female is pale brown with the head and thorax pattern similar to the male. Another dancer that has been seen in Fontenelle, the Paiute Dancer, has a forked black humeral stripe on the side of the thorax.

Frequency of occurrence is not known, but it is probably uncommon from June to September along the streams in Fontenelle Forest.

Males usually perch on vegetation at or near the shore of shallow streams or seeps. Pairs oviposit at the surface in aquatic vegetation of floating debris.
